  2. Click on the Card Renewal tab.

Pay the fee with your KNET card.
  1. Submit your application.

PACI will process your request and print your new card. This method works best for Kuwaiti citizens with no changes to their personal details.

2. Sahel App

Sahel lets you renew your Civil ID right from your phone. No computer needed for it.

Follow these steps:

  1. Open the Sahel app and log in with your Civil ID number.
  2. Tap Services on the home screen.
  3. Select Public Authority for Civil Information.
  4. Tap Card Renewal.
  5. Check your personal details on the screen.
  6. Pay the fee using K-Net.
  7. Submit your request and track it from the same app.

This method is quick and works well for most eligible users.

3. PACI Service Center

Some cases need a visit to a PACI service center. This includes name corrections, photo issues, or biometric problems.

  1. Visit your nearest PACI service center during working hours.
  2. Bring your old Civil ID card and any required documents.
  3. Submit your renewal request to the staff.
  4. Pay the fee at the counter using K-Net.
  5. Wait for your new card to be ready.
  6. Collect your card once it’s printed.

This method is also the only option for expats and GCC nationals, since they can’t complete renewal fully online.

Documents required for Kuwait Civil ID renewal

Usually, offline methods require documents. Here are some documents required for Civil ID renewal.

Kuwait Civil ID renewal documents for Kuwaiti, GCC, minor, dependent, and non-Kuwaiti applicants.

For Kuwaiti Citizens

Citizens have it easiest. Full online renewal works if your details haven’t changed.

If you’re renewing in person, bring these documents:

  • Original Nationality Certificate, plus a copy
  • Original Civil ID card
  • A recent color photo (4 × 6 cm), frontal, no glasses
  • Your envelope
  • A Power of Attorney from the Ministry of Justice, only if someone else attends for you

The fee stays the same — 5 KWD for the card, plus 0.250 KWD for the envelope. If you’re under 18, a parent or guardian must be present.

Good news: if you renew online through the PACI website, no documents are needed at all. Just your Civil ID number and a K-Net card.

For GCC Citizens

GCC nationals can’t renew online. A visit to PACI is required every time.

Here’s what you need to bring:

  • Original passport, plus a copy. It must show your photo page, basic info page, first Kuwait entry page, and expiry date page.
  • A recent color photo (4 × 6 cm). No sunglasses allowed. Your face should be centered in the frame.
  • A Power of Attorney from the Ministry of Justice, only if someone else attends for you.

The fee is the same as for citizens — 5 KWD for the card plus 0.250 KWD for the envelope. You will fill out a service form at the PACI center, pay at the counter, then collect your card once it’s ready.

For Minors and Dependents

Renewing a child’s Civil ID works differently. A parent or legal guardian must handle the whole process.

Here’s what’s needed:

  • The child’s valid passport
  • The child’s residency permit (must already be renewed and valid)
  • A recent color photo (4 × 6 cm) — not needed for children under 5
  • A copy of the sponsor’s Civil ID
  • The renewal fee receipt

The guardian must be present there. This step can’t be skipped, even with a Power of Attorney.
